The Electrolyzer is a block that can turn Water Cells into Electrolyzed Water Cells and vice versa when placed next to an energy storage block. It will electrolyze a cell when the block is more than 70% full, and discharge it when the block is less than 25% full. An Electrolyzed Water Cell can store 20,000 EU, but there will always be a loss of energy when discharging.
The speed and energy loss of an Electrolyzer vary depending on the attached storage block. Using the values of x below, the speed of operation is 2*4x EU/t, and the energy loss is 2000*(3 - x) EU per cell.

An Electrolyzer will only interface with one storage block even if adjacent to multiple, but one storage block can be connected to multiple Electrolyzers. Theoretically six Electrolyzers could be attached to one storage block, although only four or five are reasonable, because at least one free side is required to attach a cable.
