The Transparent Latch (equivalent to a D-Latch, in Redstoner terms) is a block added by RedPower 2 that allows for storage of one bit (a binary value, either 0 or 1) of data. It has two input and two output faces. The output faces output whatever Redstone signal is stored in memory. The function of the Transparent Latch is rather complicated:
To store a Redstone signal in memory, the pulse input face must have a Redstone pulse applied to it. At the moment that the pulse is applied to the pulse input face, whatever current the continuous input face is receiving will be stored to the latch's memory and the memory will be mirrored by the output faces. This will stay the same until another pulse is applied to the pulse input face, at which time the Latch will check for changes in the signal of the continuous input face. If changes have occurred, then the output faces and the Latch's memory will reflect these changes.
Relative to the player upon placing the Latch, the top and right sides are the two outputs, the bottom side is the pulse input face, and the left side is the continuous input face.
