The Synchronizer does exactly what the name suggest. It can synchronize two asynchronous redstone pulses. The left and right sides are input, the front is output and the back resets the Synchronizer.
The output makes a pulse as soon as both input sides have received a signal at least once. Note that the output will not stay on even if both input signals are on. It will only send a single pulse, then reset the inputs.
If at any given time one of the inputs has received a signal and the other does not, a signal to the reset side will reset the gate, so two new pulses are needed.
The small red dots at either side of the gate will be lit if the corresponding input has received a signal. When the other input receives a signal both dots will be lit momentarily before turning off again as the gate resets itself after the output pulse.
