If volume is measured in blocks, it looks like the most efficient 18x18x18 boiler is one constructed with the pressure disperser layer at height 16, leaving 2 layers (including the top) for steam, and 715 superheaters, math is as follows:
steam volume: 18x18x2 = 648 max flow bounded by steam: steam volume * 160k = 103.68M mB
superheaters = 715 max flow bounded by heat = heaters * 100k = 71.5M mB
water volume = 18*18*16 - superheaters = 4469 max flow bounded by water: 4469 * 16k = 71.504M mB
one more or one less superheater results in a low floor, as does moving the pressure disperser layer.
If anyone is interested, I'd appreciate a separate confirmation on this... (this can power over 7 max turbines, but is unable to max out the 8th)
