Stabilized Mob Spawner is a block added by the Draconic Evolution mod. It is created by right-clicking any Monster Spawner with a Draconic Core. When Stabilized, the spawner will not spawn any mobs until the player places a Mob Soul inside, by right-clicking it.
With a Mob Soul inside, the spawner will work as any vanilla Minecraft spawner of that mob type would. It can be upgraded to spawn when players are not near it by right-clicking it with a Nether Star. Other default spawn requirements, such as light level or the type of the surrounding blocks, can be bypassed by right-clicking it with an Enchanted Golden Apple.
By default the spawner is at tier 1 and can be upgraded to tier 2 by right-clicking it with a Wyvern Core and then to tier 3 by right-clicking it with an Awakened Core. These upgrades increase the number of mobs spawned simultaneously, as well as the rate at which they spawn.
When the spawner is broken, the player will receive the Stabilized Spawner, as well as every upgrade item that was applied. The Mob Soul is always lost and as it is a very rare item, it is best not to break the spawner once inserted.
Applying a redstone signal will cause the Spawner to stop spawning.
