An Ender Scepter is an item that is bought from Captain Merik, who resides in the Dungeon of Arcana. The Ender Scepter does not do any damage to mobs, but acts similarly to an Ender Pearl by teleporting to any block where the cursor is pointed in a 20 block radius. However, it is expensive to use, as it costs 75 Arcana to use.
